1. Who Can Enter
a. To be eligible to participate in this contest,
entrants must be Virginia residents who are enrolled
in high school and reside in the WRLH viewing area.
b. Employees of Sinclair Broadcast Group, Inc.,
Sinclair Television Group, Inc., Sinclair Television
of Charleston, Inc, and any other company which
owns, programs or provides other services to
television broadcast station WRLH-TV (the “Station”),
Loveland Distributing, and Virginia Department
of Motor Vehicles, their affiliated companies,
advertising and promotion agencies, any and all
local television broadcast and cable stations,
local radio and other media companies, and the
immediate family members of each are ineligible.
The term “immediate families” includes
spouses, grandparents, parents, siblings, children
and grandchildren.
2. How to Enter
a. No purchase is necessary to enter. Only one
entry per contestant.
b. To enter, entrants must produce (write, shoot
and edit to final production) their own twenty
(:20) second public service announcement (“PSA”).
The PSA must be exactly :20 in length and provide
educational messages designed to focus public
attention on and combat Teen Drinking and Driving.
Entries must be submitted in mini-DV tape or
DVD format only. No other formats will be accepted.
c. To enter log on to www.foxrichmond.com, click
on the LIGHTS, CAMERA, TAKE ACTION link, print
out and complete the entry form and release.
Mail your completed entry form, appearance releases
(as further described below), and video entry
to LIGHTS CAMERA, TAKE ACTION, 1925 Westmoreland
Street, Richmond, VA 23230.
d. Entrants are responsible for submitting as
part of their entry an Appearance Release form
for any and all participants appearing in the
PSA. Participants who are under 18 years of age
must each have a parent or guardian sign the
Appearance Release form.
e. If selected as a finalist, the parents or
guardians of the entrant must accompany the entrant
to the Station to meet with official Station
personnel.
f. The contest starts on Tuesday, September
25, 2007 at 10pm and all entries must be received
by Station by 5:30 p.m. on Tuesday, November
20, 2007. Station is not responsible for lost,
late, or misdirected mail or for printing errors,
server unavailability, computer or any other
electronic malfunction.
g. All entries, including videos, received that
are mutilated, tampered with, illegible, or from
ineligible entrants will be void. All entries,
including videos, become the property of Sinclair
Broadcast Group, Inc., Sinclair Television Group,
Inc. and the Station and will not be acknowledged
or returned.
h. By entering, entrants represent that the
PSA is their own original work and does not violate
the rights of any third parties. Entrants cannot
use copyrighted music in the PSA; only original
or uncopyrighted music.
3. Judging of the Entries
a. Entries will be judged by a panel of judges
comprised of local law enforcement, broadcast
television producers, and sponsor representatives
based on the following criterion: i) overall
impact: dynamic/persuasive/informational/emotionally
moving/focused message (50%); ii) originality:
concepts/ideas/format ( 25%); and iii) cinematic
Style: camera angles/editing/acting/direction/lighting
(25%). On November 26, 2007, a maximum of four
(4) finalists will be selected by the judges
based upon the criterion set forth in this
section 3(a).
b. In the event of a tie, the judges will make
the final decision.
c. Each of the four finalist entries will then
air in equal rotation on the Station from December
3, 2007 to January 20, 2008. From December 3,
2007 to January 20, 2008, viewers can vote online
at www.foxrichmond.com, one vote per IP address,
per day.
d. Station may edit the entries to fit the confines
of the 30-second pod in order to accommodate
the sponsor introduction and ending. The Station
reserves the right to edit, crop or alter the
PSA without notification to or approval by the
entrant.
e. On January 21, 2008, one (1) winner will
be selected based on the online voting results.
f. The Station will not be held responsible
for any server unavailability or any other computer
or electronic malfunction relating to the online
voting.
g. In the event of a tie, the finalist with
the higher score from the judges will be selected
as the winner.
h. The winner will be announced during the Super
Bowl on Sunday, February 3, 2008 when his/her
PSA airs.
i. The decisions of the Station and judges are
final.
4. The Prize(s)
1. Each of the four (4) finalists will receive
a Dell Inspiron 1521 laptop computer and an
80GB iPod with 2.5 inch color display. Each
finalist’s prize is valued at $948. One
(1) winner will receive exposure when his/her
PSA airs during the Super Bowl.
2. The finalists will be notified by phone.
Finalists must sign and return a release and
affidavit of eligibility, which must be received
within two (2) days of notification. If a finalist
is a minor, then the finalist’s parents
or guardian must sign a release and affidavit
of eligibility before the finalist receives his
or her prize. Finalists must show picture identification
to claim prizes. Station reserves the right to
examine additional identification and may choose
to accept or deny awarding the prize based on
the identification presented.
3. If finalist(s) does not timely return the
affidavit of eligibility, the prize will be awarded
to an alternate finalist.
4. There will be no substitutions or cash alternatives
for prizes except at the sole discretion of Station.
The Station has the right to substitute a prize
of similar value. No transfer or assignment of
prizes is allowed.
5. The finalists/winner are responsible for
paying all local, county, state and federal taxes
on prizes based on the estimated retail value
of the prizes as set forth in these rules.
6. Contestants are eligible to win only one
prize within any 30 day period, regardless of
the number of contests entered.
7. Sinclair Television of Charleston, Inc.,
Sinclair Broadcast Group, Inc. and Sinclair Television
Group, Inc. are not liable if the provider of
any part of the prize fails to satisfy its obligations
to furnish its portion of the prize.
8. Sinclair Television of Charleston, Inc.,
Sinclair Broadcast Group, Inc. and Sinclair Television
Group, Inc. are not responsible for any liabilities
arising directly or indirectly from the award
or use of the prize.
9. In claiming your prize, you acknowledge that
Sinclair Television of Charleston, Inc., Sinclair
Broadcast Group, Inc. and Sinclair Television
Group, Inc. have the right to publicize your
name, character, likeness, photograph, voice
and the fact that you are the finalist and/or
winner for promotional purposes without financial
remuneration.
5. Odds of Winning/Miscellaneous
1. Complete contest rules are available Monday
through Friday during normal business hours
at WRLH FOX Richmond, 1925 Westmoreland Street,
Richmond, VA 23230 and on the Station’s
website at www.foxrichmond.com.
2. For a list of prize winners, send a separate,
self-addressed, stamped envelope to WRLH LIGHTS,
CAMERA, TAKE ACTION Winners, 1925 Westmoreland
Street, Richmond, VA 23230 by February 29, 2007.
3. This contest is subject to all applicable
laws and regulations and is void where prohibited.
Sinclair Broadcast Group, Inc., Sinclair Television
Group, Inc. Sinclair Television of Charleston,
Inc., Loveland Distributing, and Virginia Department
of Motor Vehicles accept no responsibility or
liability in connection with any injuries, losses
or damages of any kind caused by or resulting
from the acceptance, possession or use of any
prize awarded hereunder.
4. Station cannot be held liable for any lost
or stolen entries, prizes or contest information.
5. Station reserves the right to make rules
and contest changes and change the aforementioned
contest dates.
